Too Much to Know: How Information Revolutions Have Always Broken the Societies That Produced Them
In 1439, Johannes Gutenberg introduced movable type to Europe. Within fifty years, an estimated eight million books were in circulation on a continent that had previously housed perhaps a hundred thousand manuscripts, almost all of them controlled by the Church or the aristocracy. Within eighty years, Martin Luther's Ninety-Five Theses had been reproduced and distributed across the German-speaking world in a matter of weeks — a propagation speed that no ecclesiastical authority had any mechanism to counter.
The result was not, as the romantic version of the story has it, simply the liberation of human knowledge. The result was a century and a half of religious warfare that killed somewhere between eight and twelve million people, the fragmentation of Western Christendom into dozens of competing confessions, the emergence of state censorship apparatus across every major European power, and — eventually — the Index Librorum Prohibitorum, the Catholic Church's official list of banned books, which remained in force until 1966.
The printing press was transformative. It was also catastrophically destabilizing. And the pattern it established has repeated, with remarkable fidelity, every time a new technology has compressed the distance between event and knowledge.
The Management of Ignorance
It is tempting to frame information asymmetry as a tool of oppression — something that powerful institutions impose on populations to maintain control. This framing is not wrong, but it is incomplete. Information asymmetry is also, in every complex society, a coping mechanism. It is the reason that a medieval peasant could function without knowing the theological disputes animating the bishops three provinces away, and the reason that a nineteenth-century factory worker could go about his day without receiving, in real time, the price movements of every commodity market in Europe.
When that buffer collapses — when the time lag between event and knowledge shrinks toward zero — populations are suddenly required to process, interpret, and respond to volumes of information for which no cultural, institutional, or psychological infrastructure exists. The consequences are predictable. They have been predictable for five thousand years, and they have nonetheless surprised every generation that has lived through them.
The telegraph offers the clearest pre-digital example. Before the 1840s, news traveled at the speed of horses and ships. A battle fought in one part of the country might not be known in another for days or weeks. Financial markets, political institutions, and public opinion had all evolved to function within those constraints. The telegraph eliminated them in under a decade.
By the 1860s, the American Civil War was the first conflict in history to be covered in something approaching real time by a national press corps using wire transmission. The result was not an informed citizenry calmly processing accurate information. It was a Northern public that experienced the war as a continuous emotional emergency, swinging between panic and euphoria on the basis of dispatches that were frequently inaccurate, often deliberately distorted, and always stripped of the context that slower communication had previously enforced. Casualty figures were published before they could be verified. Battlefield outcomes were reported before commanders had assessed them. Abraham Lincoln reportedly read telegrams compulsively, unable to stop, because the information was there and the human nervous system is not designed to ignore available information about existential threats.
Radio and the Manufacture of Simultaneity
If the telegraph created real-time information, radio created something qualitatively different: simultaneous mass experience. For the first time in human history, millions of people could receive the same message, in the same words, at the same moment. The political implications were not lost on the first generation of leaders who understood the technology.
The 1930s were the decade of radio, and they were also the decade of fascism, Stalinism, and the New Deal — three very different political projects that shared a common insight: the new medium did not merely transmit information, it manufactured emotional states at scale. Franklin Roosevelt's Fireside Chats were a masterwork of the form, projecting calm authority directly into the living rooms of a population experiencing economic catastrophe. Hitler's use of radio was its dark mirror: the same intimacy, the same emotional directness, deployed to manufacture grievance and solidarity simultaneously across an entire nation.
Both understood, intuitively, what the historical record confirms: when information reaches everyone at once, the question of who controls the frame becomes more important than the question of what the information actually says. The society that cannot answer that question — that allows the frame to be contested by dozens of competing voices without any mechanism for establishing shared epistemic ground — tends toward polarization at a rate that its institutions were not designed to absorb.
The Internet and the Abolition of the Lag
The internet did not invent any of these dynamics. It perfected them. The time lag between event and knowledge, which the telegraph compressed to hours and radio compressed to seconds, has now been compressed to something that functions, for practical purposes, as zero. More significantly, the asymmetry between producer and consumer of information — which survived every previous revolution — has been structurally eliminated. Anyone can publish. Anyone can broadcast. Anyone can reach anyone.
The consequences are, at this point, visible enough to require little elaboration for an American audience that has lived through them. What the historical record adds is context: this is not a new crisis, and the responses it generates are not new either. The calls for platform regulation, content moderation, and the reestablishment of authoritative information gatekeepers are the functional equivalents of the Index Librorum Prohibitorum, the telegraph censorship that every wartime government in the nineteenth century eventually imposed, and the broadcast licensing regimes that every democracy constructed within a generation of radio's emergence.
None of those responses fully succeeded. None of them fully failed. They were all attempts by societies to reconstruct, under new technological conditions, the information management infrastructure that the previous revolution had destroyed.
What Comes Next Is Already Old
The cliodynamic pattern here is not comforting, but it is clarifying. Every information revolution has produced a period of roughly one to three generations during which existing institutions were insufficient to manage the social effects of accelerated knowledge transmission. Every one of those periods eventually resolved — not through the triumph of openness or the triumph of control, but through the emergence of new institutional forms that re-established some functional equilibrium between what people knew and what their societies could process.
The printing press produced, eventually, the nation-state and the scientific academy — institutions designed in part to manage the chaos of universal literacy. The telegraph and radio produced regulatory frameworks, professional journalism standards, and broadcast licensing — imperfect instruments for filtering a firehose. The internet's institutional response is still being constructed, which is why the period we are living through feels unprecedented.
It is not. It is the second chapter of a very old book. The first chapter always ends the same way: with the realization that the problem was never too much information. It was always too little time to learn how to carry it.
